低空(kong)空(kong)域改革助力通用航空(kong)振(zhen)翅(chi)騰飛

“隨著(zhu)全球經(jing)濟轉(zhuan)型升(sheng)級(ji)和技(ji)術革命的(de)不斷推進,通(tong)用航(hang)(hang)空(kong)(kong)和無人(ren)機(ji)產業(ye)已經(jing)成為新興產業(ye)的(de)熱點之一,是(shi)推動航(hang)(hang)空(kong)(kong)強國(guo)(guo)、制造(zao)強國(guo)(guo)、平(ping)安中國(guo)(guo)建設(she)的(de)重(zhong)要(yao)手段,也是(shi)我國(guo)(guo)未來經(jing)濟轉(zhuan)型升(sheng)級(ji)的(de)重(zhong)要(yao)領域(yu)。”中國(guo)(guo)交通(tong)運輸協會副會長(chang)、通(tong)用航(hang)(hang)空(kong)(kong)與(yu)無人(ren)機(ji)發展促進分會會長(chang)張春枝在近日(ri)舉(ju)行的(de)2023中國(guo)(guo)國(guo)(guo)際通(tong)用航(hang)(hang)空(kong)(kong)與(yu)無人(ren)機(ji)發展大會上(shang)指出。

中(zhong)(zhong)國(guo)民用航空(kong)局(ju)(以下簡稱“民航局(ju)”)空(kong)中(zhong)(zhong)交通管(guan)理(li)局(ju)副總工程師謝林(lin)巖(yan)在該會議上認為,通用航空(kong)和無人機產(chan)業(ye)已經成為世界各國(guo)競相(xiang)發展的(de)戰略性新興產(chan)業(ye),是強國(guo)富(fu)民的(de)重要支撐。

日前發布的《通(tong)用航空(kong)產業發展白皮書(2022)》顯示,新興工業化國家成為通(tong)用航空(kong)發展的重要市場,巴西、俄羅斯、印度、中(zhong)國和南非等金磚五(wu)國總共擁有通(tong)用飛機約4.5萬架,占全球(qiu)比(bi)重10%左右,未(wei)來(lai)市場發展空(kong)間大。

我國(guo)發展通(tong)(tong)用(yong)航(hang)(hang)空(kong)(kong)(kong)的熱情空(kong)(kong)(kong)前高漲。據了解(jie),2016年(nian)國(guo)務(wu)院發布《關(guan)于(yu)促(cu)進通(tong)(tong)用(yong)航(hang)(hang)空(kong)(kong)(kong)業發展的指(zhi)導意見》,可以視(shi)(shi)作通(tong)(tong)用(yong)航(hang)(hang)空(kong)(kong)(kong)發展的重(zhong)要(yao)轉(zhuan)折,全社會(hui)開(kai)(kai)始對通(tong)(tong)用(yong)航(hang)(hang)空(kong)(kong)(kong)發展予(yu)以密切關(guan)注。有關(guan)部委、地方政府積極開(kai)(kai)展試點(dian)、推(tui)動示范工程、打造產業園區(qu)。此(ci)外,全國(guo)每年(nian)舉辦的通(tong)(tong)航(hang)(hang)大會(hui)、發展論(lun)壇和飛行(xing)表演達到10余場,航(hang)(hang)空(kong)(kong)(kong)科普活動逐漸進入(ru)(ru)公眾視(shi)(shi)線,社會(hui)資本也紛紛進入(ru)(ru)通(tong)(tong)用(yong)航(hang)(hang)空(kong)(kong)(kong)領域,通(tong)(tong)航(hang)(hang)產業正逐步成為新的經(jing)濟(ji)增長點(dian)。

融合發展將開啟萬億市場

通(tong)用(yong)航(hang)空(kong)(kong)通(tong)常被認為是(shi)(shi)人類(lei)交通(tong)運輸的(de)“第四次革命”,旅游(you)景點的(de)滑翔傘,應(ying)急搶險的(de)直升機,農(nong)業(ye)灌溉、氣象探測、海洋(yang)監測、遙感(gan)測繪用(yong)的(de)無人機等都(dou)屬于通(tong)用(yong)航(hang)空(kong)(kong)的(de)范疇,由(you)通(tong)用(yong)航(hang)空(kong)(kong)器研發制造、市場(chang)運營、綜合保障、延(yan)伸服務(wu)構(gou)成(cheng)的(de)通(tong)用(yong)航(hang)空(kong)(kong)產(chan)業(ye)是(shi)(shi)低(di)空(kong)(kong)經濟的(de)主體。行業(ye)報告預計,到2030年(nian)(nian),我國(guo)通(tong)用(yong)航(hang)空(kong)(kong)市場(chang)規模總和(he)將(jiang)達到1.4萬億元(yuan)左(zuo)右(you)(you),2020年(nian)(nian)到2030年(nian)(nian)市場(chang)規模增量將(jiang)達到1.2萬億元(yuan)左(zuo)右(you)(you)。低(di)空(kong)(kong)空(kong)(kong)域有效開發利用(yong)和(he)低(di)空(kong)(kong)飛行服務(wu)保障體系建設(she),是(shi)(shi)我國(guo)通(tong)用(yong)航(hang)空(kong)(kong)高(gao)質(zhi)量發展的(de)根本(ben)保障。

近年來(lai),國家出臺了一系列進(jin)(jin)行低空(kong)(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)(kong)域管理改(gai)革(ge)(ge)、促(cu)進(jin)(jin)通(tong)(tong)(tong)用(yong)航(hang)(hang)空(kong)(kong)(kong)(kong)(kong)業(ye)發(fa)(fa)展(zhan)(zhan)的(de)(de)政策法規和發(fa)(fa)展(zhan)(zhan)規劃(hua),為通(tong)(tong)(tong)用(yong)航(hang)(hang)空(kong)(kong)(kong)(kong)(kong)和無人機市(shi)場的(de)(de)發(fa)(fa)展(zhan)(zhan)提(ti)(ti)供了重要(yao)的(de)(de)政策保障。2010年,《關于深化我國低空(kong)(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)(kong)域管理改(gai)革(ge)(ge)的(de)(de)意見(jian)》的(de)(de)發(fa)(fa)布,拉開了低空(kong)(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)(kong)域管理改(gai)革(ge)(ge)的(de)(de)序(xu)幕。《“十四五”現代(dai)綜(zong)合(he)交(jiao)通(tong)(tong)(tong)運(yun)輸體系發(fa)(fa)展(zhan)(zhan)規劃(hua)》提(ti)(ti)出,深化低空(kong)(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)(kong)域管理改(gai)革(ge)(ge),有序(xu)推進(jin)(jin)通(tong)(tong)(tong)用(yong)機場規劃(hua)建(jian)設。《“十四五”旅(lv)(lv)游業(ye)發(fa)(fa)展(zhan)(zhan)規劃(hua)》提(ti)(ti)出,完善低空(kong)(kong)(kong)(kong)(kong)旅(lv)(lv)游發(fa)(fa)展(zhan)(zhan)政策;《“十四五”航(hang)(hang)空(kong)(kong)(kong)(kong)(kong)物流發(fa)(fa)展(zhan)(zhan)專項規劃(hua)》提(ti)(ti)出,探索(suo)構建(jian)通(tong)(tong)(tong)用(yong)航(hang)(hang)空(kong)(kong)(kong)(kong)(kong)物流網絡;《關于鞏固回升向好趨勢(shi)加(jia)力(li)振作工(gong)業(ye)經濟(ji)的(de)(de)通(tong)(tong)(tong)知》提(ti)(ti)出,促(cu)進(jin)(jin)通(tong)(tong)(tong)用(yong)航(hang)(hang)空(kong)(kong)(kong)(kong)(kong)及新能源飛行器等(deng)產(chan)業(ye)創(chuang)新發(fa)(fa)展(zhan)(zhan);《擴大(da)內(nei)需戰略(lve)規劃(hua)綱要(yao)(2022年~2035年)》提(ti)(ti)出,釋放通(tong)(tong)(tong)用(yong)航(hang)(hang)空(kong)(kong)(kong)(kong)(kong)消費(fei)潛力(li),加(jia)快培育低空(kong)(kong)(kong)(kong)(kong)等(deng)旅(lv)(lv)游業(ye)態……

截至(zhi)目前,低(di)空(kong)(kong)(kong)空(kong)(kong)(kong)域(yu)管(guan)(guan)理(li)改革(ge)(ge)在(zai)3輪試點中(zhong)逐步深入,低(di)空(kong)(kong)(kong)空(kong)(kong)(kong)域(yu)資源得到有效(xiao)釋放(fang),極(ji)(ji)大地(di)促進了(le)通用航(hang)(hang)空(kong)(kong)(kong)的發展(zhan)。“十(shi)四五(wu)”期間(jian),低(di)空(kong)(kong)(kong)空(kong)(kong)(kong)域(yu)管(guan)(guan)理(li)改革(ge)(ge)將逐步在(zai)全國更大范(fan)圍展(zhan)開。廣(guang)西提出(chu)要(yao)積極(ji)(ji)對接中(zhong)央空(kong)(kong)(kong)管(guan)(guan)委、民(min)航(hang)(hang)局(ju)等(deng)國家部(bu)委,爭(zheng)取(qu)納(na)入國家低(di)空(kong)(kong)(kong)空(kong)(kong)(kong)域(yu)改革(ge)(ge)試點省。江蘇、浙江、廣(guang)東、重慶等(deng)省市都編制了(le)“十(shi)四五(wu)”低(di)空(kong)(kong)(kong)空(kong)(kong)(kong)域(yu)管(guan)(guan)理(li)改革(ge)(ge)和通航(hang)(hang)發展(zhan)規劃,強調要(yao)充(chong)分利(li)用低(di)空(kong)(kong)(kong)空(kong)(kong)(kong)域(yu)管(guan)(guan)理(li)改革(ge)(ge)契機,成立低(di)空(kong)(kong)(kong)空(kong)(kong)(kong)域(yu)協同管(guan)(guan)理(li)機構,支(zhi)持有條件(jian)的地(di)區和有通航(hang)(hang)產業基礎的地(di)區開展(zhan)低(di)空(kong)(kong)(kong)空(kong)(kong)(kong)域(yu)管(guan)(guan)理(li)改革(ge)(ge)先行先試。

在(zai)2023中(zhong)國(guo)(guo)國(guo)(guo)際通(tong)(tong)用(yong)(yong)航(hang)(hang)空與無(wu)人(ren)(ren)機(ji)發(fa)展大(da)會上,業(ye)(ye)內人(ren)(ren)士認為,在(zai)經濟轉型升級(ji)和科技(ji)(ji)進(jin)步加持的(de)大(da)背景下,我國(guo)(guo)通(tong)(tong)用(yong)(yong)航(hang)(hang)空和無(wu)人(ren)(ren)機(ji)產(chan)(chan)業(ye)(ye)正呈現(xian)出(chu)應用(yong)(yong)場(chang)景多元(yuan)化、無(wu)人(ren)(ren)機(ji)產(chan)(chan)業(ye)(ye)井噴、技(ji)(ji)術(shu)創新(xin)引領和數智化轉型加速等(deng)四(si)大(da)發(fa)展態勢,多行業(ye)(ye)交叉(cha)融(rong)合的(de)發(fa)展模式可望開啟通(tong)(tong)用(yong)(yong)航(hang)(hang)空和無(wu)人(ren)(ren)機(ji)產(chan)(chan)業(ye)(ye)萬(wan)億級(ji)新(xin)興市場(chang)。通(tong)(tong)用(yong)(yong)航(hang)(hang)空和無(wu)人(ren)(ren)機(ji)產(chan)(chan)業(ye)(ye)逐漸涉(she)足城市管(guan)理(li)、公共(gong)安全(quan)等(deng)更多領域,預(yu)計5年內全(quan)球無(wu)人(ren)(ren)機(ji)市場(chang)規模將(jiang)突破萬(wan)億元(yuan)。物聯網、云計算、人(ren)(ren)工智能等(deng)新(xin)技(ji)(ji)術(shu)使得通(tong)(tong)用(yong)(yong)航(hang)(hang)空和無(wu)人(ren)(ren)機(ji)產(chan)(chan)品在(zai)導航(hang)(hang)、精準定位、遙(yao)感成像(xiang)等(deng)方面實現(xian)質(zhi)的(de)飛躍。

前景廣闊引各地爭相進入

地(di)方政(zheng)府成為推動區域通(tong)(tong)用(yong)(yong)航(hang)空(kong)發(fa)展的(de)主導力(li)量。近年來,湖南、海南、江西(xi)、安徽、黑(hei)龍江、遼寧、江蘇、四(si)川、廣東、河(he)北(bei)、云南、河(he)南、山西(xi)等(deng)地(di)紛紛出(chu)(chu)臺一系列(lie)通(tong)(tong)用(yong)(yong)航(hang)空(kong)政(zheng)策。北(bei)京航(hang)空(kong)航(hang)天(tian)大學通(tong)(tong)用(yong)(yong)航(hang)空(kong)產業(ye)研(yan)究(jiu)中(zhong)心主任(ren)高(gao)遠洋(yang)認(ren)為,這些(xie)地(di)方性支(zhi)(zhi)持(chi)政(zheng)策無論(lun)是以政(zheng)策意見(jian)、支(zhi)(zhi)持(chi)措(cuo)施、行動計劃(hua)還是以民航(hang)發(fa)展規(gui)劃(hua)、綜合立體(ti)交(jiao)通(tong)(tong)規(gui)劃(hua)、通(tong)(tong)用(yong)(yong)航(hang)空(kong)專項規(gui)劃(hua)等(deng)形式(shi)發(fa)布,都很有(you)高(gao)度(du)且不失務(wu)實性、具體(ti)性,有(you)很強的(de)指導作用(yong)(yong),體(ti)現出(chu)(chu)地(di)方政(zheng)府發(fa)展通(tong)(tong)用(yong)(yong)航(hang)空(kong)的(de)自覺(jue)意識(shi),也說明政(zheng)府通(tong)(tong)用(yong)(yong)航(hang)空(kong)領(ling)導團隊越(yue)來越(yue)專業(ye)。

據了(le)(le)解,作為全國(guo)首個(ge)全域(yu)低空(kong)(kong)空(kong)(kong)域(yu)管(guan)理改(gai)革試點(dian)省份,湖南(nan)構建了(le)(le)全域(yu)低空(kong)(kong)空(kong)(kong)域(yu)協同(tong)運(yun)行管(guan)理的技術(shu)和制度保障體系,催生出12項全國(guo)第一(yi)的改(gai)革成果。截至(zhi)2022年底,湖南(nan)省已注冊經營(ying)性通航(hang)公(gong)司28家,2022年實(shi)現通航(hang)飛行時(shi)間2.98萬(wan)小時(shi),通航(hang)產業實(shi)現年營(ying)收510億元。

安徽蕪(wu)湖已形成涵蓋航空新材(cai)料、通航整機、衛星、無(wu)人機等特色鮮明、自主可控的產業鏈,核心項(xiang)目近200個。截至2022年上(shang)半年,蕪(wu)湖市低(di)空經(jing)濟產業實現產值141.7億元(yuan)、增(zeng)速(su)20.5%。

江西省(sheng)首(shou)家低(di)(di)空(kong)數字經濟(ji)(ji)應用技術研(yan)究院(yuan)近日成立,該研(yan)究院(yuan)致力以政產學研(yan)相(xiang)結合的(de)模(mo)式構建業內(nei)一流(liu)的(de)科研(yan)創新(xin)平(ping)臺(tai),圍(wei)繞江西省(sheng)《支持低(di)(di)空(kong)經濟(ji)(ji)發(fa)展的(de)若干措(cuo)施》,深入(ru)探(tan)索低(di)(di)空(kong)空(kong)域(yu)管理改革(ge),發(fa)掘低(di)(di)空(kong)空(kong)域(yu)市場價值(zhi),促(cu)進(jin)低(di)(di)空(kong)經濟(ji)(ji)發(fa)展。

海南(nan)省三亞市(shi)(shi)司法(fa)局日前發(fa)布關于公開征求《三亞市(shi)(shi)促進低(di)空(kong)旅(lv)(lv)游發(fa)展(zhan)(zhan)暫(zan)行辦法(fa)(草(cao)案征求意(yi)見(jian)稿)》意(yi)見(jian)的公告(gao)顯示,三亞市(shi)(shi)政(zheng)府將領導全(quan)市(shi)(shi)低(di)空(kong)旅(lv)(lv)游發(fa)展(zhan)(zhan)工作,將低(di)空(kong)旅(lv)(lv)游發(fa)展(zhan)(zhan)納入國民(min)經濟和社會發(fa)展(zhan)(zhan)規劃(hua),支持低(di)空(kong)旅(lv)(lv)游創新發(fa)展(zhan)(zhan),推動低(di)空(kong)旅(lv)(lv)游產(chan)業(ye)與酒店民(min)宿、會議展(zhan)(zhan)覽、節慶賽事等其他產(chan)業(ye)融合(he)發(fa)展(zhan)(zhan)。

新定位力促展現新作為

雖然發(fa)展勢(shi)頭正好,但我(wo)國(guo)(guo)(guo)(guo)通航產業(ye)(ye)卻(que)落后于發(fa)達國(guo)(guo)(guo)(guo)家(jia)。據了解(jie),全(quan)球航空(kong)(kong)產業(ye)(ye)鏈(lian)完整(zheng)的(de)(de)國(guo)(guo)(guo)(guo)家(jia),通航規模會占到航空(kong)(kong)業(ye)(ye)整(zheng)體的(de)(de)10%~15%,通航飛(fei)(fei)行(xing)總(zong)量(liang)占到民航飛(fei)(fei)行(xing)總(zong)量(liang)的(de)(de)50%以上(shang)。截至2022年(nian)上(shang)半年(nian),我(wo)國(guo)(guo)(guo)(guo)通航飛(fei)(fei)行(xing)總(zong)量(liang)不(bu)到運(yun)輸飛(fei)(fei)行(xing)總(zong)量(liang)的(de)(de)20%。業(ye)(ye)內人士認為,我(wo)國(guo)(guo)(guo)(guo)的(de)(de)飛(fei)(fei)行(xing)員數(shu)量(liang)、飛(fei)(fei)機起降(jiang)場地(di)數(shu)量(liang)(包(bao)括運(yun)輸機場,通航機場,草地(di)跑道,直(zhi)升機起降(jiang)點(dian)等)、通用(yong)航空(kong)(kong)年(nian)飛(fei)(fei)行(xing)小時數(shu)、通用(yong)航空(kong)(kong)器數(shu)量(liang)都不(bu)如通航產業(ye)(ye)發(fa)達的(de)(de)國(guo)(guo)(guo)(guo)家(jia)。我(wo)國(guo)(guo)(guo)(guo)通航產業(ye)(ye)還存在產業(ye)(ye)鏈(lian)條較短、高新技術支撐能力不(bu)足、開放(fang)合作程(cheng)度不(bu)高等問(wen)題,必須從基礎(chu)環節入手,立足補短板(ban)、固長板(ban),實行(xing)系(xi)統(tong)創(chuang)新,加快實現低空(kong)(kong)經濟高質量(liang)發(fa)展。

據悉,“十三五(wu)”以(yi)來,民(min)航(hang)局提出“一二三三四(si)(si)”總(zong)(zong)體工(gong)(gong)作(zuo)思(si)(si)路,通(tong)(tong)用航(hang)空(kong)(kong)(kong)與運輸航(hang)空(kong)(kong)(kong)“兩翼齊飛”,明確“放管結合、以(yi)放為主、分類(lei)管理”監管思(si)(si)路,推動(dong)通(tong)(tong)用航(hang)空(kong)(kong)(kong)“飛起來、熱(re)起來”。“十四(si)(si)五(wu)”時期(qi),通(tong)(tong)用航(hang)空(kong)(kong)(kong)被賦予(yu)新(xin)定(ding)位和新(xin)作(zuo)為。據民(min)航(hang)局相關負責人(ren)介紹,“十四(si)(si)五(wu)”時期(qi),我(wo)國(guo)通(tong)(tong)用航(hang)空(kong)(kong)(kong)發(fa)展(zhan)將調整為新(xin)的(de)“一二三三四(si)(si)”總(zong)(zong)體工(gong)(gong)作(zuo)思(si)(si)路,以(yi)守(shou)牢安全底線,堅(jian)持“定(ding)支點、找(zhao)定(ding)位、明方位、顯作(zuo)為”的(de)總(zong)(zong)原則,大力發(fa)展(zhan)公(gong)益服(fu)務(wu),積極鼓勵新(xin)興(xing)消(xiao)費(fei),穩步(bu)推進短途運輸,深化(hua)拓展(zhan)無人(ren)機應用,鞏固優化(hua)傳統(tong)作(zuo)業,提升資(zi)源(yuan)保障能力,優化(hua)行業治理,促進國(guo)產航(hang)空(kong)(kong)(kong)器及(ji)裝(zhuang)備制造(zao)創新(xin)應用。
